The basic use of charge is to move a variable distance at a target, and
attack them.  If no target is given, you will not attack.  If there is a
target corresponding to the name closer than the distance you have
given, you will stop when you reach a target.  The effectiveness of charge
depends on whether or not you are riding a steed (or are an animal with
a natural talent), and on whether you are wielding a proper weapon for
jousting (a piercing polearm)*.  If the target is agressive towards
you, the charge will only work correctly if you manage to intimidate
them with your charge.  If you do not, you will simply enter combat
with them again, without actually charging them.  After a successful
charge, the victim will be momentarily stunned.
 
*NOTE: You must be wielding a piercing polearm, like a lance or spear.
Some polearms do slashing (or other types of) damage.
