Ok we have had a few problems lately with some aggro bugs.
I think we have em all tracked down now and there are a few
changes I've made to the system. I removed the 1 minute per
aggro action and changed it back to a flat 5 minutes for an
aggro action. Each action after the first will push you back
up to the 5 minute limit. Untargetted skills/spells/prayers
do not reset the 5 minute timer. The stealing aggro is still
based on the value stolen. I also removed the 3 minute aggro
time you got when you killed someone. This was abuseable.

So a few changes but nothing too drastic just some refinement.

As usual let us know if you come across any bugs.
