they werent. it was buggy.
they are now.
warlords are getting the boost too (like there are any warlords around to
care).
anyone w/ the 'ride' skill will get the combat bonus while either riding
or being ridden.

ps. i also roughly quadrupled the time between checks for a mudsteed to
try to throw you off.
