Though I'm not sure on the specifics regarding any evoker change, evokers
have always (well...for years anyway) had a penalty to blast in comparison
to other casters.
I believe it was a 10% penalty before, which would make this a decrease of
approximately 3% of their damage.
Not quite as huge as people are making it out to be.
