I fixed steal to work with setenv noaggro (AGAIN), if nothing weird turns
up in the near future I will do the same with sleight and entice, so tell
me if anything funny happens.
Oh, I also fixed some other weird aggro bug and a double intim check
during wars so keep an eye out on that too.
