You can now cast wave in no gate areas, HOWEVER:
1. You still can not cast it into or in guilds
2. When casting in a no gate area, the room you are in and the
room you are casting it to, has to be the same area. So you
can cast it in same no gate areas, but not to and from different
no gate areas
