Juggernaughts now have 2 more slots than they used to.
The formula used to subtract 2 due to the required
upgrades at level 1, but somewhere in the recent shuffle
things changed.
If I misunderstood something they'll go away again,
but I believe the formula is:
(2 * level up to 19) + (3 * hero levels) + (purchased slots)
which is what your # of slots reflects now.
