Whenever you login any stat/skill you have should now level to
the minimum about of xp it would take to level it by 1 point.
Basically, if a stat was free to raise it now goes to the max
for the level or until it'd cost xp. It's just an ease factor
so you don't have to raise X by Y each time you start a new character
