What with other xp changes having seen Brett massively eclipsed
in terms of raw xp generation ability (spot the tautology),
I've reduced the level-based waiting time to half its previous.
On top of the prior change I made, in total brett jobs will be
generated in roughly half the time, bar for lowbies.
