practice has been de-cheesed. the several-hundred-temp-skill-points bug is
gone. sauron banished a number of bug-abusing twits.

some additional mods:
- it now takes 1/2 the time to do the skill.
- it gives roughly 2x the skill boost it used to.
- practice boost actually disappears now, instead of lasting almost the
entire boot.
- you can't stack practices of the same skill. being able to stack
practices was a bug.
