Bigass healchange

You can now drink 5 times more alcohol than before.

Pubheals now boosts the normal heal-tick that occurs every fifth
heartbeat, and if its not capped by your level you will heal the full heal
over 20 ticks instead of instantly, this because pubheals are so much
cheaper than regular heals. Im sure that mage-types will find this
incredibly annoying, but im also sure that low-level players and fighter
types will find it most useful. Especially since the healing effect stays
between boots.

Some numbers, a 19+1 player that drinks himself stupid will have a
intox-alue of 1000, this is far beyond his level cap which is his total
level +5, so he could heal up to 25 hp/sp every 5th round. When the value
goes down as he sobers up, he will eventually hit a point where he heals
less than 25 hp/sp every tick. The intoxication value will count down as
fast as you heal, if you do not need healing it will decrease by 1. Also
if you only need one kind of healing, hp or sp, you may get as much as
twice the announced heal-value in total.

Changes to come, some minor changes in pubs to accommodate these new
drinks.
Some tweaking on how fast alcohol heals.
