The jihad regulations were just tweaked a bit to
match the help file. Basically,
The restrictions on undead, diabolists, and undead
have been lifted.
If you're an elf with any of these class pieces,
you can now select Mother of All as your faction.
This may change if Fingolfin wishes, but we had to
help an elven diabolist right away. :)

That second "undead" should be "danpiru"
