Wartime now show time based on the timezone you configured in setenv.

Since date in tsunami is based around US Eastern time and not the standard
GMT you have to take that into account. For example:

setenv timezone +6 // for swedes and most europeans except brits.
setenv timezone -1 // for Central US
setenv timezone -3 // for westcoast US
