Title : Penetrate Skill

Hunters,

I've decided to throw you a bone and make a change to the way
the penetrate skill works. It is now based on weapon "kind" as
opposed to damage type. Any bow or spear will work. If this turns
out to be uber-bs, however, I'll switch it back.
