Players < level 10 can now use the 'start' command to be taen
back to the initial questing area - even though some of the
quests might stop working at an earlier level. This is intended
to help players that get lost, die and rez and have no idea
how to get back, etc.

PLEASE people tell new players to use 'start' when they are confused
on the newbie channel about where they are, should they get lost.
