Title : New setenv options

There's a new setenv category that will work after the next war. You can
type help setenv exploring to see this, expect more options to be added in
the next few weeks / months.

actions_len

This will format the length of text you see when you type "actions". So
far, the "actions" command is only available in Barovia, Islands, and some
parts of Middle Earth. The default length is 80.

quest_notify

This will suppress the notification you get each time you progress in a
quest. By default, you get these notifications. You ca check where you
are with 'quest status <quest name>'. There are about 72 quests where this
should be of use (omit killquests, some ranked quests), however this has
only been implemented for 6 quests so far with 66 more to go.
