Gen_eq is now released and lockerable. happy hunting.

Two caveats:
1) if any major changes occur to this system in the future, all gen_eq may
be purged to start over. ( could happen, probably wont )
2) save and restore isnt 100% tested, i cant promise all the features will
work right after being restored. we'll see
