Any thief above level 15 will get it as soon as they&lt;br&gt;login. Enjoy!&lt;br&gt;&lt;br&gt;Oh, also - I went ahead and made the gouge skill I made for &lt;br&gt;Thugs's yesterday require level 15. Same deal - thugs will&lt;br&gt;get it at level 15 upon login/leveling to level 15.
