The Bard says:
Heloca is a bitter cold arctic land where penguins live.  It's near
the island of Talamport and only recently has Tsunami's arctic 
regions warmed enough for travel to Heloca.  Secluded for ages, the
penguins of Heloca developed their own magics and in some cases
have perverted and mixed together the elemental magics to serve
their own purpose.  At least one seafarer in Talamport has recently
begun transporting adventurers to Heloca.
