Just a tiny change to team wars but figured you guys would want
to know. I've now forced 5 player team wars to create 3
teams instead of 2 like it used to. I didn't feel like 3vs2
was nearly as fair as 2v2v1 (still sucks to be that 1 guy
though :( ).

This also effects leader wars.

This change ONLY effects team/leader wars with exactly 5
players in the war.

This change effects TWars as well as shutdown wars.
