Shard 2: n,2w,n,all e, move/intim (or kill) golems (they're big),e,kill deathknight,get shard
Shard 3: n,search fountain (until you find key),get key (fast or villager takes), 3n,e unlock door,open door, d,s,w,n,d,3s,2d,w,2s,e, kill guards and dogs, turn wheel,d,s,sw,kill guards, e, kill guards, turn wheel to 41121971, sw, get all, ne, search chair, 4n,u
Now go to the ruins full of illusions (7w,3n,ruins from COT) In ruins: 3e,n,kill illusion,e,kill illusion,e kill man,get hat, 2w, s, 3w, leave
Next stop is Kobold cave on Tsunami Island (ride tsunami,8w,n,w,2n,w,n from COT) Inside caves: n,2e,nw,n,w,sw,w,pull lever,e, ne,e,s,se,3w,sw,s,sw,2w,se,kill darla,get broom
And now it's time to head for Oz (7w,5n,13w,sw,s,3se,3w,enter,nap (from COT) In Oz: exit,3w,2s,4w,sw,2n,kill woodsman,get axe,2s, sw,w,nw,n,ne,n,3w,n,nw,e,nw,e,n,kill monkeys,2n,u,chop door,s, give hat to witch,give broom to witch
The witch will now forge the amulet out of the 3 shards for you, when you got it go to Ailoth and give it to him. (13w,sail dragon,ne,n,2e,s from COT) Done.

OLD NOTES SOLUTION (may be out of date):
Go to the Dragon village and visit the local library.
Suggested Player Level to complete: 13
Go to dragon island, (all west cot sail dragon)
Go to Ailoth, ask ailoth about: dragon, amulet, unite, boss, lord, undead, ghost, witch, men
3 pieces of amulet.1 on each man who stole it, knight in cemetary, ghost in undead house. 1 piece on thief boss in thief guild.
(kill ghost take shard, or go to basement and kill all - break circle to gree ghost)
(2nd shard, on undead knight, scare guards out, horn/bag/panic/scare etc (or kill them) and kill lord take shard)
(2nd shard contd. If low level in catacombs past hydra (move or kill) dig wall X10, north a couple and search crack/crevices
within is a word of power to use on the golem to get them to move/leave. OR YOU CAN JUST SWALLOW THEM WITH A WORM.)
3rd shard, on thief guild boss. Search fountain X5 at 4 way junction in dragon city streets for iron key (to unlock door)
Kill man(hiding) in casino for pass.
Head into thief guild, down to prison cells, east cell has marks on wall:

Head to boss kill boss, search the room, turn the wheel to 41121971
get shard, search chair, leave underground.
To save a round trip before heading to oz get the following:
hat from illusionist in ruins (plains 7w3n from cot)
all east , w, n, kill/scare knight, east kill/scare fiend, east kill illusinoist & take hat
darla is in kobolds, 8wnw from small sign, nw corner, pull lever, back to bars sw corner ne se kill, take broom.
Head to oz (near gopher & crows), enter house, sleep. Wakeup eat corpse get slippers.
Head west, first north in woods kill woodcutter (tin man), take axe.
head west again take next north section, paste monkeys.
kill monkeys blocking gate. Up into house, up up south.
Chop door
south
Talk to witch about amulet
give hat to witch
give broom to witch
get amulet
leave her house, back to yellow road
look slippers
cut paste saying.
click heels 3x
say "cut paste saying"
wake, exit, run from gophers back to ailoth, give amulet to ailoth.
quest done
reward ailoth's staff.
