I've changed it now so that Chaosmages can cast dislocate in
MUD wars. This is quite hard/impossible to test so just bug
it if you try it and it doesn't work. It should still prevent
you from casting it in any other type of war (all twars,
shutdown wars that aren't MUD wars).
