There were some bugs in the new character creation code where
you could get saved values from usually your highest level
character. This is how some players made new characters and
started with some pretty bs equipment (like autoloading
Leng quest items), bio 'kills' listed, and war tokens, among
other things.

Pretty nasty bug but I am please by the reports that submitted
it. Took me a few hours to restructure the code but I got
it squashed. HOWEVER! If you notice anything wonky please
bug it because some of the code was a pretty substantial rewrite
and I'm worried I might have scrwed something up.
