Wu-jen single target spells were buffed across the board,
some more than others in order to promote less used spells.

blast and icestorm deal slightly less damage than the rest
after this change but they make up for it in vastly better
utility.

Petrify got the biggest boost because the small utility it
added didn't justice it's low damage compared to spells like
incinerate and lightning-bolt. I might re-think it if I
look into and fix the whole golem+petrify synergy in the future.

The bonus to sphere level is there to give incentive to
maximize sphere level if you aim for maximum amage. I
want a slight DPS drop if you go for paraspells and
especially metaskills because of the extra utility they
add.

incinerate 0% more damage + bonus equal to sphere level * 3
lightning-bolt ~5% more damage + bonus equal to sphere level * 3
blast ~12% more damage + bonus equal to sphere level * 3
icestorm ~12% more damage + bonus equal to sphere level * 3
petrify ~16% more damage + bonus equal to sphere level * 3
