Title : Channel /last: more history and time windows

Channel history now goes back much further, and /last can show a time
window as well as a number of messages.

<channel> /last the last 15 messages, as before
<channel> /last 200 the last 200 messages (up to 500, for everyone)
<channel> /last 180m everything from the last 180 minutes
<channel> /last 3h everything from the last 3 hours

A time window can go back as far as you like, and shows up to the latest
500 messages in it. Listings of an hour or more show the date and time of
eachmessage instead of "minutes ago".

Long listings are paged like 'more': enter for the next page, b to go
back, q to quit, /text to search. If you'd rather get everything at once,
use 'setenv pager off'.

History is kept across reboots, so 'chat /last 12h' still works right
after one.
