Title : ninja changes

1) quicken has a downtime (not sure if that was posted or not. old change)
2) Pepper bombs were removed (not sure if i made an official post)
3) Gas bombs now have same duration if ninja leave room. Total duration
is less than if the ninja were present at all time.
4) Upkeep of quicken removed during skills such as hide and assassiante
5) If the ninja is quickened and not in comabat prior of throwing a
shuriken. Then he will gain one single combat attack. The target will
always get hit hitback unless he was in combat prior to the shuriken.
6) Assassinate do not use all poison. Assassinate daage was increased.
The overall damage from one assassinate with poison is more or less the
same as before.
7) Using disguise give the "+10% who on exp bonus" even if the user is
who off. (i need a higher level wizard to source the exp change before
it take effect).
