Some people have been complaining about the inability to vote down wars
when playing lower level characters, so I have changed the system to be a
bit more equitable :)

From now on, each player gets 1 vote in the war voting system regardless
of level (unless you happen to be an admin). The only exception to this
rule is the person who pulls the lever. That individual gets a number of
votes equal to their hero level +1. That means that a 19+3 person would
get 4 votes if they pulled the level. This means that it might be tough
to vote down some of the fat-asses around here, but should gve the
newbies and lowbies a bit more pull.
