Putrify allows the dragon to accelerate the rate of decay in a corpse, causing it to explode and spread disease all over its surroundings. Those unfortunate enough to be caught in the room when the corpse explodes will find themselves suddenly plagued with illness which will reduce their stats until they overcome the infection. Petrified corpses are invalid targets for this spell.
